Parent PLUS Loans Just Got Capped at $20K/Year — Here's What That Means If You're Still Borrowing

Parent PLUS loans are now capped at $20,000/year and $65,000 lifetime per student under the One Big Beautiful Bill Act — and the income-driven repayment loophole parents used to access PSLF is officially closed for new borrowers.

The New Parent PLUS Rules Rewrote the Playbook Overnight

The One Big Beautiful Bill Act didn't tweak Parent PLUS loans — it overhauled them. Starting July 1, 2026, the federal government capped annual Parent PLUS borrowing at $20,000 per student and set a $65,000 lifetime limit per child. Before that date, the only ceiling was the school's cost of attendance, which meant a parent could theoretically borrow $80,000 or more in a single academic year at a high-cost private university. That era is over for most families. If your child's first Parent PLUS disbursement came before July 1, you're operating under a legacy window — but that protection expires after three years and evaporates entirely if your child transfers schools or changes degree programs.

“"As of July 1, 2026, Parent PLUS loans are capped at $20,000 per year and $65,000 per student — down from effectively unlimited borrowing under the old system." *— Student Loan Planner, August 2, 2026*”

Repayment Options Just Got Gutted — Especially for PSLF Hopefuls

The borrowing caps are only half the story. The OBBB Act also eliminated Income-Contingent Repayment for new Parent PLUS borrowers, which kills the double-consolidation loophole that many parents had used to access income-driven repayment plans. If you're a parent working in public service — a teacher, a nurse, a government employee — and you were counting on Public Service Loan Forgiveness down the road, this is a serious problem. Without any IDR plan available, your monthly payments under standard 10-year repayment will be substantially higher, and the math that made PSLF attractive no longer works. The one group protected: parents who consolidated their Parent PLUS loans by June 30, 2026 were grandfathered into ICR access and retain a viable path to PSLF and long-term IDR forgiveness. If you missed that deadline, it's gone.
